Recruitment CRM: what it is and how it differs from an ATS
A recruitment CRM keeps track of relationships over time: candidates you might place one day, and for agencies, the client companies you sell to. An applicant tracking system (ATS) tracks applications to open jobs. Most tools now sell some of both, which is why the terms blur. This page explains the difference, the two things people mean by "recruitment CRM", and what to check before you pay for one.
Hireo is our own product. We say below which parts of a recruitment CRM it covers and which it does not.
ATS and CRM in one sentence each
- An ATS answers "where is each applicant for this job?" It is organised around open roles: applications come in, move through stages, and end in a hire or a rejection.
- A recruitment CRM answers "who should I talk to next, and when?" It is organised around people and companies, whether or not a job is open today.
An ATS record usually starts when someone applies. A CRM record can start years earlier, when you first meet someone at an event or send them a message on LinkedIn.
The two kinds of recruitment CRM
When someone says "recruitment CRM", check which one they mean. They are different products.
Candidate relationship management
This side keeps passive candidates warm. Typical features:
- a talent pool you can search when a new role opens
- outreach by email and LinkedIn, with replies kept on the candidate's record
- reminders to follow up, and a view of who has not answered
- notes and a history of every conversation
- consent tracking, so you can show why you hold someone's data and stop contacting people who opt out
In-house teams that source a lot need this most. Lever, for example, describes itself as an "applicant tracking system (ATS) and recruiting CRM" built for nurturing passive candidates and re-engaging past applicants.
Client and business development CRM
This side is for agencies selling to companies. Typical features:
- client companies and their contacts
- leads, deals and a sales pipeline
- tracking which jobs each client has given you, and the fee terms
- a record of who you pitched, and when
Platforms built for staffing firms tend to cover this. Bullhorn describes itself as combining "applicant tracking and CRM" in a platform "built exclusively for staffing and recruitment". Manatal says it combines an ATS and a recruitment CRM for HR departments and agencies.
Do you need a recruitment CRM?
You probably do if any of these is true:
- You fill the same kinds of roles again and again and want to call people you already know before posting a job.
- You are an agency and your client list lives in a spreadsheet or someone's inbox.
- Candidates go quiet after the first message and nobody notices for a week.
- You have been asked to show consent for a candidate and could not find it.
You may not need a separate one if you hire a handful of people a year into one company. A decent ATS with notes and email history covers that.
One tool or two
Running a separate CRM and ATS means two places to update and a sync that breaks. Most teams are better served by one system that covers both sides well enough. If you already have a CRM your sales team relies on, ask the ATS vendor how candidates and clients link between the two before you buy.
What to check before you buy a recruitment CRM
1. Does it hold client companies, or only candidates? Ask to see a client record with its contacts and jobs. 2. Where do replies land? Send a test email and a LinkedIn message, reply to both, and see whether the replies appear on the candidate. 3. What happens when someone opts out? Unsubscribe a test candidate and try to email them again. 4. How do follow-ups surface? Ask how you would find everyone who has not replied in three days. 5. Can you get your data out? Export a sample and read it.
Where Hireo fits
Hireo covers the candidate side of a recruitment CRM, and the part of the client side that is about presenting candidates. It does not cover business development.
What Hireo does on the candidate side:
- sends email outreach campaigns and shows opens and clicks
- sends LinkedIn messages from inside Hireo and tracks replies alongside your pipeline
- lists everyone you asked about a role who has not answered in 3 days, however you asked them, so you can mark them, snooze them or copy a ready follow-up (nothing is sent for you)
- keeps notes and history per candidate, and sets reminders to follow up
- tracks candidate consent and handles opt-out and unsubscribe requests in one place
- gives candidates a status page where they follow their application and message you
What Hireo does on the client side:
- shares a shortlist with a client over a review link, where the client leaves feedback without an account, and shows you when they viewed it
- gives hiring managers or clients guest logins limited to their assigned candidates
- keeps different clients or brands as separate organisations under one login
- produces branded CVs under several brand profiles
What Hireo does not do: it has no leads, deals or sales pipeline for client companies, and while it records pay and bill rates and the margin on each placement, it does not track placement-fee percentages, commission splits or timesheets. If you need a business development CRM, use one alongside Hireo or pick a platform built for staffing operations. The full list is on the features page.
Is a recruitment CRM the same as an ATS?
No. An ATS tracks applications to open jobs. A recruitment CRM tracks relationships with candidates and, for agencies, client companies, whether or not a job is open. Many products now include parts of both.
What is the best recruitment CRM for an agency?
It depends on which side you need. An agency that mainly needs a sales pipeline for client companies should look at platforms built for staffing firms. An agency whose bottleneck is screening and presenting candidates may be better served by a tool built for that, plus a simple sales CRM. Our list of Greenhouse alternatives describes several options, and our guide to choosing an ATS for a recruitment agency covers what agencies should test.
Does a recruitment CRM help with GDPR?
It can. A CRM that records consent, honours unsubscribe requests and shows what you hold about a person makes it easier to answer a candidate who asks. It does not make you compliant on its own; that depends on how you use it.
Can Hireo replace my recruitment CRM?
For candidate outreach, follow-ups and consent, often yes. For tracking client companies, leads and deals, no. Hireo has no sales pipeline.
